yea my stats did increase ofc. I'm only saying that it's not an advantage or anything to pump your esper's green stats before you'll ascend it, you can do it after it as well

but my q about the green stats was that on ascending, if it increases by 20%, it's worth pumping it before ascending to get the bigger boost as trying to increase it by 20% with the hp/ap orbs will cost a lot more?

Well there's no difference between pumping greens before or after ascending.
For example:

Before ascending: 1hp orb will grant you +10 hp. Let's say you use 100 (successful) orbs. Your esper will have +1000hp green. If you then ascend it, you'll have 1200 hp green. (20% bonus)

Other case: you use no orbs on your esper and you ascend it. Now each orb you use will grant you +12hp green instead of +10. So if you buy 100 successful orbs, you will also have 1200 green hp.

So in the end you'll be spending the same amount of gold. Was that what you wanted to know?

Are there any issues with divine level etc? As you know, my espers are a biatch and refuse to change lol... should I continue trying to divine it before ascending or no difference?

When it comes to bloodsmelting there are no changes as far as I know. Same process/difficulty prior/post ascension.
Im guessing you will keep the scepter as main esper so it might be handy to bloodsmelt it more, yeah. The HoV was looking very nice already but if you're gonna inherit its skill to the scepter, all your smelt work will be in vain ofc. Now isnt exactly the right time to bloodsmelt anyway, with treasure bowls going at 50-75g. You'd be wasting 25bowls per smelt medium.

Here's the question... if the HoV has better stats... wouldn't it be better to have HoV as main and inherit the Sceptre skill?

If I then get another esper, eg Firmus, and had that as my main and I inherited the HoV, would it include the Sceptre skill?

I would still go for the scepter, cuz it has one of the highest growth rates ingame. Is the scepter precious? Are its stats close to the HoV one? Would be cool camouflage on the other hand Imagine a trigram with Scepter and firmus skill :p

And no idea about that second question. Someone will have to test that out:p
